Round table: «Resource Conservation and Involvement of Waste into Economic Turnover» The most important condition for sustainable development is the rational use of natural resources. This is achieved, on the one hand, by the reduction of losses of natural resources at all stages of the life cycle (extraction of raw materials, transportation, production of goods, storage and use, utilization at the stage of transformation into waste), and, on the other hand, by the maximum involvement of production and consumption waste in the economic turnover. In the framework of the «round table» will be considered the directions of improvement of legal and regulatory base in the field of economic stimulation of introduction of low waste and resource saving technologies, re-involvement of waste in economic circulation, the use of secondary resources and advanced technologies to eliminate oil sludge dumps and ash disposals, reclamation of oil contaminated lands. Following the results of the «round table» will be prepared the resolution containing recommendations to the Russian authorities in the part of improvement of legal and regulatory base and the formation of information and technical manuals on the best available technologies in the field of waste involvement into economic turnover. Panel discussion: «Ecological Modernization of Wastewater Infrastructure Facilities»
The key directions of environmental modernization of wastewater infrastructure facilities are to increase the reliability of work of the water supply and sanitation systems; reduce the loss of water; improve the quality of drinking water; reduce the negative impact on the environment and increase the quality of wastewater treatment.
In the framework of the event is planned the discussion on the issue of improving the Russian legislative base and normative documents in the provision of Federal Law of 07.12.2011 Nr. 416-FL «On water supply and sanitation». The discussion will be attended by the representatives of the Federal Assembly of the Russian Federation, the Ministry of Natural Resources and Environment of the Russian Federation, the Ministry of Construction and Housing and Communal Services of the Russian Federation, the Federal Supervisory Natural Resources Management Service, the Russian Association of Water Supply and Sanitation, the Russian Union of Industrialists and Entrepreneurs, industrial enterprises and water utilities.
Also, the participants will discuss the experience of introducing the best available technologies (BAT) in the field of wastewater treatment, the complete and holistic approaches to the implementation of the BAT in the Russian enterprises.
Following the results of the event will be prepared the resolution, containing the recommendations to the Russian authorities in the part of improvement the legal and regulatory base and formation of the information and technical manuals on the best available technologies in the field of sanitation.
