In the framework of the Russian Industrial and Environmental Forum «RosPromEco-2013» Russian and foreign experts will discuss topical issues of improving the Russian legislation in the waste management field, they will develop a technological and interactional model between the largest Russian companies and representatives within small and medium business in order to solve the problems, consider the technological aspects of waste management and the development of international cooperation.
Currently in Russia there is no integrated approach to solving the problems of waste production and consumption: legal basis has many gaps, it is not harmonized with the norms of international law, does not take into account the possibilities of involving waste into economic circulation as secondary resources, including technogenic formation arising from the activities of mining operations; there is no coordination between 8 ministries and agencies responsible for waste management issues, in connection with absence of the federal authority responsible for waste management; distribution of powers is not regulated in the field of waste management (Federal level regional level local authorities); there is no effective system of accounting of waste and secondary raw materials; development of federal programmes related to waste management issues are carried out without the involvement of the expert community; positive international experience is not taken into account, based on the using of economic tools, including an extended producer's responsibility for the full life cycle of the product, waste collection system of taxes and fees, etc
According to the results of the round table «Production and consumption waste issue: problems and solutions» the recommendations will be made and be forwarded to the executive and legislative authorities of the Russian Federation.
