Round table on “Atmosphere pollution issue: problems and solutions” will be held in accordance with the action Plan Environmental Protection Year 2013 in the Russian Federation within the Russian Industrial and Environmental Forum “RosPromEco-2013”.
Protection of atmospheric air, ozone layer and climate is one of the most important ways for environmental activities at the global, regional and national levels. The main sources of atmospheric air pollution are stationary industrial installations and vehicles. The share of transport in total emissions of polluting substances into the atmosphere from all sources reaches 45% (in cities - 85 - 95%), in the emissions of climate gases is about 10%.
Emissions from motor transport in Russia are about 22 million tonnes a year. Exhaust gases from internal combustion engines contain more than 200 names of harmful substances, including carcinogens. Harmful substances during operation of mobile transport comes in the air with exhaust gases, fumes from fuel systems and filling, as well as with carter gases. In connection with the fact that the exhaust gases of cars arrive in the lower atmosphere, and the process of their scattering significantly different from the process of scattering of high stationary sources, harmful substances are located practically in the zone of human breathing. Therefore, road transport should be attributed to the category of the most dangerous sources of pollution of atmospheric air.
At the same time, there are alternative fuels, innovative modes of transport, etc., which allow not only to sharply reduce emissions of polluting substances into the atmosphere, but also give considerable economic effect.
The basic legislative acts of the Russian Federation in the field of atmospheric air protection and sanitary-epidemiological welfare of the population formulate the only framework provisions on the protection of the atmosphere, not regulating the requirements to environmental safety of motor vehicles.
During the Forum “RosPromEco-2013” at the Round table on “Atmosphere pollution issue: problems and solutions” Russian and foreign experts will discuss current issues of prevention and reduction of emissions of motor transport, will consider the development of the Federal law On ensuring the ecological safety of motor transport” on the basis of the provisions of the Model law for CIS countries, whose norms envisage state support the use of alternative fuels, innovative kinds of transport, etc.
According to the results of the round table “Atmosphere pollution issue: problems and solutions” in the framework of the Russian industrial and Environmental Forum “RosPromEco-2013” will make the recommendations that will be sent to the Executive and legislative authorities of the Russian Federation.
