Recommendations, prepared by “RosPromEco-2013” Organizing Committee’s working group, have been supported by the “Practices of Industrial and Household Waste Management. Challenges and Remedies” round table participants

At the round table “Practices of Industrial and Household Waste Management. Challenges and Remedies”, held in the framework of the VI Nevsky International Ecological Congress, Organizing Committee’s working group of Russian Industrial and Environmental Forum “RosPromEco-2013” together with other participants have developed the recommendations to ensure a systematic approach to solving the problems of waste production and consumption.

The improvement of legislation in the sphere of waste management a number of recommendations has been made by Nikolay Churkin, member of the Council under the Chairman of the Council of Federation of the Federal Assembly of the Russian Federation on agriculture and nature management, Honorary President of the Forum “RosPromEco-2013”.

In the existing system of waste treatment of production and consumption in Russia there are a number of problems to be solved:

  • lack of regional (municipal) accounting system of solid domestic waste and its movement, general schemes of purification for municipalities;
  • lack of control over collection, transportation and delivery of waste for recycling, as well as the authenticity statements of management companies and transporters of solid waste;
  • lack of the system for separate collection of solid domestic waste at the formation’s source;
  • failure and technological backwardness of the waste management infrastructure.

In conditions of the absence of effective law, the neglect of international experience, as well as the use of a haphazard approach to solving large-scale problems of waste production and consumption the Russian Federation will not be able to implement the strategy of sustainable development and “green growth” of the economy. During the entry of Russia into the WTO and the OECD and formation of a common European space with the EU requires intensification of the rapprochement processes between the Russian law-setting international norms and rules on the basis of effective cooperation with the international partners. This task is almost impossible to solve without the centralized state participation in the authorized state agency in the field of waste management.
