Within the “round table” on “Resource conservation and involvement of waste in the economic circulation” chaired by the President of the Forum “RosPromEco-2014” N.P. Churkin were discussed the topical issues of improvement of the Russian legislation in the field of waste management.
As part of the “round table” were discussed the ways of improvement of the legal and regulatory framework in the field of economic stimulation for the introduction of low-waste and resource saving technologies, re-involvement of waste into economic circulation, the use of secondary resources and advanced technologies to eliminate oil sludge dumps and ash disposals, reclamation of oil contaminated lands.
The meeting participants discussed: the need for amending the Federal Law of 24.06.1998 nr.89-FL “On production and consumption waste”; permitting documents in the field of waste management; certification of waste I-IV hazard class; resource saving and the best available technologies at the enterprises engaged in the field of waste management; the use of secondary resources to resource conservation.
Particular attention was paid to the changes in the waste management system from August 1, 2014, a new procedure for certification of waste and introduction of State Cadaster of Waste, the roles of the standards in the formation of waste recycling industry, establishment of the waste management system, analysis of the tools for the development of the sector of processing of secondary resources, the regulations of consumption and production waste disposal, the decisions in the field of control of collecting, logistics and recycling of waste, the features of implementation of the investment projects on the organization of waste management of health care institutions, the problems of organization of separate waste collection in the courtyards of apartment buildings.
